Fernandez shakes up Argentine military

Argentine President Cristina Fernandez de Kirchner has reshuffled the country's military command, a move seen by critics as indication of continuing tensions between her administration and the defense establishment.

Fernandez announced major changes at the top of the military command structure just before she was hospitalized for treatment of thyroid cancer, which, for presidential loyalists, has soured the success of her landslide victory in elections last year.

The military reshuffle reinforced criticism that the president's preference for a strong concentration of power weakened Argentina's democracy and left the country ill-prepared for transition.

Fernandez aides say the president is fine after the surgery but panic over her health is seen likely to affect both politics and the economy.

The military shuffle was interpreted as part of Fernandez's aim to remove potential opponents in the military establishment and to clear the air after persistent reports of corruption and a scandal over the navy's surveillance and spying on politicians and other influential people.

Controversial navy chief Adm. Jorge Godoy, who was removed earlier and is facing criminal charges over the surveillance and spying, was replaced by Rear Adm. Carlos Alberto Paz, a veteran of the 1982 Falklands war with Britain.

Chief of Staff Operations commander Jorge Tellado would be replaced by Brig. Gen. Humberto Claudio Trisano, an official announcement said.

Another 12 army generals, 10 air force brigadiers and 13 rear admirals and vice admirals were ordered into early retirement the following day.

Fernandez and the military establishment have had a tense relationship most of the time since she rose to power in 2007. The main issues have been personnel pay, cash for military modernization and officers' reported unhappiness over having to report to civilians after many years of military dictatorship.

The uneasy relationship suffered more strains when the spying scandal broke in 2006. The navy faced a criminal investigation after a complaint launched by the Center for Legal and Social Studies, a think tank reported to be a victim of the spying and surveillance, and allegations by a young seaman who refused to take part in the spying activities.

A naval intelligence unit was found to be maintaining a hefty file on Nestor Kirchner, president of Argentina at that time and husband of Fernandez, who died in October 2010. The file indicated that the navy's spies had tracked Kirchner since the 1970s.

The government, the legislators and the media said the navy's spying operation was the military's answer to Kirchner's plans to bring to justice some of the perpetrators of the kidnapping, torture and murder during the 1976-83 dictatorship. Thousands of people perished in the military led campaigns against dissidents and suspected opponents of the dictatorship.

Godoy apologized in 2004 for the navy's part in the torture, killings and disappearances but failed to remove the stigma of distrust and guilt. The Argentine navy's Mechanical School was one of the major torture centers during the dictatorship.

Despite this week's reshuffles some key senior officers retained their posts. These include the armed forces Chief of Staff Brig. Gen. Jorge Chevalier, army commander Lt. Gen. Luis Alberto Pozzi and air force Chief of the General Staff Brig. Gen. Normando Costantino.

Recovery Fitness? At Newark Beth Israel Medical Center Is One Of The Few Exercise Programs In The State Just For Female Cancer Patients

When Newark resident Violet Williams was diagnosed with breast cancer in 2006, all of her immediate family who might provide support lived out of state, leaving her to face the process alone. Throughout her treatment and recovery at TheFrederick B. Cohen Cancer Center for Blood Disorders at Newark Beth Israel Medical Center (NBIMC), Mrs. Williams took advantage of all the support programs, including a cancer survivor?s support group and Recovery Fitness?, a free, all female exercise class for cancer patients.

?Those groups really carried me through the whole thing,? she says. ?Both the support group and the exercise class helped me mentally and physically to recover and get my strength back.?
Recovery Fitness, a fun and supportive exercise class offered by Carol Michaels at NBIMC on Mondays and Wednesdays at the new Beth Fitness Center, helps female cancer patients to have fun, get strong and reduce stress in awelcoming, warm environment. It is one of only a few such programs in the state to specifically offer exercise classes tailored to the needs of female cancer patients. Recovery Fitness is made possible by grants from The Jewish Women?s Foundation of New Jersey and Eisai Co., Ltd., which were madethrough the Newark Beth Israel/Children?s Hospital of New Jersey Foundation.

?I like everything about it,? says Mrs. Williams. ?Just being there and mingling with the other cancer patients is helpful, especially for the newly diagnosed women who can get a bit of hope from the ones who have beenthrough it already.?
Mrs. Williams, who also suffers from Lymphedema, a condition of fluid retention and tissue swelling caused by a compromised lymphatic system, says that she has seen improvement in her arms with much better range of motion and less joint pain.

Instructor Michaels, a Certified Cancer Exercise Specialist, meets with each participant individually to learn about problemareas and to find ways to benefit each person. Goals of the class include increasing muscle mass, decreasing body fat, increasing flexibility, strength, posture and balance, strengthening the heart and bones, reducing stress and increasing self-confidence.

Many cancer patients experience secondary complications as a result of their cancer, such as frozen shoulder after a mastectomy and stiffness and discomfort as a result of lymph node dissection. Recovery Fitness addresses all of these issues.

?Some female cancer patients experience the added aggravation of chronic conditions after treatment, and through this exercise program they can increase their range of motion and feel stronger again,? says Alice Cohen, M.D., F.A.C.P., Director of the Frederick B. Cohen Comprehensive Cancer and Blood Disorders Center. ?Exercise improves function and also helps with overall stress reduction.?

Studies have shown that exercise can aid in the recovery process during cancer treatment as well as to possibly decrease the likelihood of cancer recurrence, reports Dr. Cohen.

Most importantly, Recovery Fitness offers a warm environment for patients who are at all different levels of recovery.

?This isn?t boot camp,? says Mrs. Michaels. ?The exercises are safe and gentle and we have an appreciation for every fitness level. Someone might be able to work out with weights while another person sits in a chair to lift hers. It is very individualized.?

Ms. Michaels says that the group becomes, in effect, a support group with each person learning from one other and offering words of encouragement.

?Many people do not feel comfortable returning to their gyms right after surgery or treatment,? she says. ?Gym classes can be large and impersonal. At our class, the participants can even remove wigs and head wraps without feeling self-conscious. Gaining confidence through support is part of the whole recovery process.?

After a year of participation, Mrs. Williams plans to continue with the program.

?I even lost a few pounds,? she says happily. ?I?m going to keep going.?

Dubai Hosts Annual Meeting Of Arab Energy Club

Dubai , UAE - January 7, 2012:?

His Highness Sheikh Ahmed bin Saeed Al Maktoum, Chairman of Dubai Supreme Council of Energy, welcomed the annual meeting of the Arab Energy Club in Dubai today, the first time the gathering has been held in the emirate.

In a speech delivered on his behalf, His Excellency Saeed Mohammed Al Tayer introduced the objectives of the council, the authority responsible for developing strategies to manage Dubai?s water and electricity needs, and overseeing the key organisations involved in the emirate?s energy sector.

HE Saeed Al Tayer, Vice Chairman of the DSCE, said that the Dubai Integrated Energy Strategy 2030, developed by the council in 2010, had entered its implementation phase aimed at ensuring sustainable energy supplies and the efficient management of the demand for power, water and fuel for transportation.

He said that the strategy would sustain Dubai?s position as a financial and commercial hub and a bridge between the East and West, in line with the vision of the emirate?s Ruler.

The Dubai Integrated Energy Strategy 2030 seeks to reduce dependence on imported gas by achieving five per cent of energy supplies from solar, 12 per cent from clean coal, 12 per cent from nuclear, and the remaining 70 per cent from gas.

HE Saeed Al Tayer concluded his remarks by saying Dubai would devote all necessary resources to realise the sustainable supply of and demand for water and energy in support of all sectors of the local economy, from trade to transport to tourism.

The Arab Energy Club is a non-profit organisation registered in Lebanon dedicated to knowledge sharing on the key issues affecting oil and gas markets and the wider energy sector, and their implications for the economic and social development of Arab countries.

The Dubai Supreme Council of Energy was formed as an independent legal entity in August 2009 under Law 19 of 2009, issued by His Highness Sheikh Mohammed Bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE, and Ruler of Dubai.

The new regulatory body seeks to ensure that the emirate's growing economy will have all the power it needs in the future through providing energy at a reasonable cost and reducing any negative impact on the environment.

Rep. Springer considering new bill that could end Houghton Community Council

After Rep. Larry Springer halted a contentious house bill last Legislative session that aimed to end the Houghton Community Council, he is considering a new bill that would achieve the same end.

However, this time around, he is introducing the bill much earlier in the session and will give residents ample time to respond.

"I thought it would be best to drop a clean bill, brand new, everyone will be notified and there will be no behind-closed doors allegations this time," said Springer.

Last session, many Houghton residents were outraged to learn that House Bill 1812 barreled through the session without any public awareness or opportunity for input. Many lambasted the measure for its seeming lack of transparency.

With just days to prepare for a last-minute push in Olympia, several residents scrambled to organize a petition against the measure, which would effectively end community councils in Washington State.

Sponsored by Reps. Steve Kirby (Tacoma), Ruth Kagi (Lake Forest Park) and Jim Moeller (Vancouver), at Springer's request, the bill would affect both the Houghton and East Bellevue community councils - the only two community councils in the state.

Springer, who said that community councils are "poor public policy," consequently asked the Senate to remove the bill from the agenda last March.

This session, Springer said the bill was tentatively scheduled for a hearing in the House Committee on Local Government on Jan. 10.

However, he said he spoke with the committee chair and they agreed not to proceed with the bill "because several of us are working on a new bill."

Springer said the new bill will smooth out some of the flaws in the old bill, including if voters in the entire City of Kirkland should be allowed to vote on whether or not to continue the existence of the HCC.

He said once the new bill is drafted, it will probably be introduced during the first week of the session. The 2012 regular session begins Jan. 9.

Houghton was the first community in the state to have its own neighborhood council, which was established in 1968 after a new state law allowed for the smaller of two merging cities to form its own community council.

Houghton and Kirkland agreed to consolidate, with the caveat that a community council would be established to review the city?s land-use decisions that related to the Houghton area. This gave the HCC the authority to veto those decisions, if necessary.

Houghton?s boundaries include the central Houghton and Lakeview neighborhoods, and a section of Bridle Trails that together make up 6,300 residents.

NFL Playoff Preview ? Wild Card Weekend

The NFL playoffs start Saturday. Four division champions host first-round games this weekend, while Green Bay, San Francisco, New England and Baltimore enjoy a bye week and wait to begin their Super Bowl quest.

Here?s a preview of this weekend?s games:

Saturday, Jan. 7

Cincinnati Bengals at Houston Texans

Reliant Stadium, Houston; 4:30 p.m. (ET); TV: NBC

Houston (10-6) plays host to its first-ever playoff game in franchise history. Despite a separated left shoulder suffered last week against Tennessee, rookie quarterback T. J. Yates is expected to start. Yates was superb in the Texans? 20-19 win over the Bengals in Cincinnati on Dec. 11. He led two late scoring drives of 80-plus yards to rally Houston from a 19-10 deficit in the fourth quarter. Yates will have Texans wide receiver Andre Johnson as a downfield target, as well as Arian Foster, the NFL?s fifth-best rusher, in the backfield. Houston figures to use Foster and Ben Tate to control the ball and the time of possession, while using Johnson and tight end Owen Daniels as pass targets. The Bengals counter with the NFL?s seventh-ranked defense, one that recorded 45 sacks, the fifth-highest total in the league. Defensive tackle Geno Atkins is their most productive pass rusher, but linebacker Rey Maualuga sets the tone for the defense.

Though he missed Wednesday?s practice with the flu, rookie quarterback Andy Dalton is expected to start for Cincinnati (9-7). It?s the first time since 1970 that two rookie quarterbacks will start a playoff game against one another. Dalton?s favorite target is rookie A.J. Green, who caught a team-leading 65 passes for 1,057 yards and seven touchdowns. The performance of Bengals running back Cedric Benson will be a key barometer of the offense. They?ll need him to help establish an effective running game so that Dalton isn?t forced into obvious passing situations. The Texans have the NFL?s second-ranked overall defense, which allowed an average of just 17.4 points per game, the fourth-lowest total in the league. Defensive coordinator Wade Phillips wants to get pressure on Dalton and hope that his defense can contain Benson on the ground. Linebacker Brian Cushing led the team with 114 tackles during the regular season.

Detroit Lions at New Orleans Saints

Mercedes-Benz Superdome, New Orleans; 8 p.m. (ET); TV: NBC

Detroit (10-6) returns to New Orleans to face a Saints team that defeated the Lions 31-17 in the Superdome on Dec. 4. Lions? quarterback Matthew Stafford, who threw for 5,038 yards this year, guides an offense that finished fourth in the league in scoring at 29.6 points per game. The Detroit running game is weak, with no running back rushing for 400 yards this season. Detroit receiver Calvin Johnson, who led the NFL with 1,681 receiving yards on 96 catches, is nearly impossible to cover one-on-one. Johnson scored 16 touchdowns, while teammate Brandon Pettigrew accounted for five more from the tight end position. The Saints pass defense ranked 30th in the league, giving up an average of 259.8 yards per game. New Orleans cornerback Jabari Greer draws the assignment of covering Johnson. The Saints were fortunate to get several key penalties against the Lions? offense in their earlier meeting.

With an NFL-record 5,476 yards and 71.2 completion percentage, Drew Brees is the key to a New Orleans (13-3) offense that gained more yardage this season than any other in league history. Tight end Jimmy Graham, who caught 99 passes for 1,310 yards and 11 touchdowns, presents matchup nightmares for linebackers and safeties of Saints? opponents. The New Orleans running game, which ranked sixth in rushing with 132.9 yards per game, is underrated. Darren Sproles and Pierre Thomas are capable of big games. Sproles also sets up the Saints? offense with punt and kick returns. Detroit?s defense ranked 23rd against the run. They must be more effective in stopping the Saints from setting up better passing situations with the running game. Lions? defensive lineman Ndamukong Suh missed the teams? first meeting while serving a suspension, but he?ll be counted on to pressure Brees and draw double-teams so that others can create problems for the Saints? QB.

Sunday, Jan. 8

Atlanta Falcons at New York Giants

MetLife Stadium, East Rutherford, NJ; 1 p.m. (ET); TV: FOX
Atlanta (10-6) is more comfortable indoors, but Sunday?s forecast for MetLife Stadium doesn?t indicate weather to be a factor. Few teams have as many weapons as the Falcons, who averaged 25.1 points per game, seventh-best in the league. Quarterback Matt Ryan passed for 4,177 yards, while receivers Roddy White and Julio Jones and tight end Tony Gonzalez combined for more than 3,000 yards and 23 touchdowns. Atlanta running back Michael Turner finished third in the NFL with 1,340 yards rushing. He?ll be key in helping keep the Giants? talented pass rushers from attacking Ryan, especially Jason Pierre-Paul. New York?s defense ranked 29th against the pass this season. If Ryan gets time to throw, they?ll need to rise to the challenge of covering all those targets.

Quarterback Eli Manning had a very solid season for New York (9-7), throwing for 4,933 yards and 29 touchdowns. His 20 regular-season turnovers, however, were the most of any quarterback on a playoff team. Receiver Victor Cruz was third in the NFL with 1,536 yards, a franchise record. He and teammate Hakeem Nicks seem to get open whenever the Giants need a big play. The New York running game finished last in the league with 89.2 yards per game. Running backs Ahmad Bradshaw and Brandon Jacobs must provide some challenge against a Falcons? defense that ranked sixth against the run. Atlanta linebacker Curtis Lofton is a tackling machine. He can help force Manning into third-and-long situations.

Denver Broncos at Pittsburgh Steelers

Sports Authority Field at Mile High, Denver; 4:30 p.m. (ET); TV: CBS

Denver (8-8) hosts the opening round of the playoffs after losing its final three regular season games. Quarterback Tim Tebow completed just 30 of 74 passes for 439 yards, one touchdown and four interceptions in those games. He was also sacked nine times. Tebow, and his protection, must improve against the Steelers, the NFL?s top-ranked defense, which allows a league-low 14.2 points per game. Broncos running back Willis McGahee is critical to their success. If McGahee and Denver?s top-ranked rushing attack can manage long, time-consuming drives, Steelers like James Harrison won?t get shots at Tebow.

Despite aggravating his sprained left ankle on Sunday, quarterback Ben Roethlisberger starts for Pittsburgh (12-4). His 4,077 passing yards and 90.1 passer rating are accented by his 10-3 postseason record and two Super Bowl rings. However, Roethlisberger was sacked 40 times, fourth-most in the league, and he isn?t very mobile. Steelers wide receivers Mike Wallace and Antonio Brown are downfield threats. With leading rusher Rashard Mendenhall out with a knee injury, Isaac Redman will start at running back for Pittsburgh. The Broncos, especially rookie linebacker Von Miller, would love to shut down the Steelers running game and tee off on Roethlisberger. Denver cornerback Champ Bailey will be tested by the Steelers? speedy receivers.

Rangers reject Sochaux bid for Edu

GLASGOW, Scotland - Rangers manager Ally McCoist says the club has turned down an offer from French club Sochaux for American midfielder Maurice Edu.

McCoist says the bid, which he didn't disclose, "was so far away that I would be very surprised if they came back in."

Sochaux was hoping to add Edu to a roster that already includes American forward Charlie Davies, who spent last year on loan to Major League Soccer's D.C. United.

McCoist added Friday "I can tell you that I want Maurice Edu to sign a new contract rather than go anywhere."
