A dispute has broken out between News Corp-owned Fox Networks and DirecTV Group, the largest U.S. satellite TV provider, over carriage fees that could potentially lead to DirecTV pulling the plug on Fox channels from Nov 1.

"(Fox) are currently asking our customers to pay 40 percent more for the exact same Fox channels that they already receive and that is simply unfair and unwarranted," DirecTV said in a statement.

Fox said in a statement that the company had proposed to keep the Fox Networks on DirecTV for the same price and on the same terms while an agreement is worked out.

Scott Grogin, a spokesman for Fox Networks, said the company is still negotiating with DirecTV.

DirecTV said it will be forced to suspend Fox channels as soon as Nov. 1 unless News Corp is willing to move toward a more reasonable price increase.

But Fox argued that DirecTV "has given us no chance to respond before taking an unnecessarily aggressive posture and going public."

In a similar dispute last year, Cablevision customers lost Walt Disney Co's ABC for several hours until 15 minutes into the live telecast of the Academy Awards.

Turkey sends 10,000 elite forces after Kurds

About 10,000 elite Turkish soldiers were taking part in a ground offensive against Kurdish rebels in southeastern Turkey and across the border in Iraq on Thursday, making it the nation's largest attack on the insurgents in more than three years, the military said.

The offensive began Wednesday after Kurdish rebels carried out raids near the Turkey-Iraq border that killed 24 Turkish soldiers and wounded 18, the insurgents' deadliest one-day attacks against the military since the mid-1990s.

The military said in a statement Thursday that 22 battalions, or about 10,000 soldiers, were taking part in the offensive in southeastern Turkey and northern Iraq, but it did not say how many were in each country.

NTV television said most of the troops were believed to be in Iraq.

It was Turkey's largest such offensive since February 2008, when thousands of ground forces staged a weeklong offensive into Iraq on snow-covered mountains.

The military said the soldiers in the current operation are commandos, special forces and paramilitary special forces ? making it an elite force trained in guerrilla warfare. They are being reinforced by F-16 and F-4 warplanes, Super Cobra helicopter gunships and surveillance drones.

Prime Minister Recep Tayyip Erdogan refused to share details of the military's offensive. The military only said the offensive was concentrated in five separate areas it did not identify.

"Our goal is to achieve results with this operation," Erdogan told a nationally televised news conference. "The military is determinedly carrying out this (operation), both from the air and the ground."

The military said the offensive was launched because the rebels had staged Wednesday's deadly simultaneous attacks on eight separate targets, including military and police outposts.

Iraq expresses support
In its first comment since those attacks and the start of Turkey's offensive, Iraq's government on Thursday condemned the rebel attacks and promised to stop them from using Iraqi territory for future attacks against Turkey.

"The Iraqi government stresses again that Iraq will not be a haven or a shelter to any foreign armed and terrorist group," the Iraqi Foreign Ministry said in a statement on its website, adding that both Baghdad and the regional Kurdish government in northern Iraq "are committed to secure the borders" to prevent the repetition of such attacks.

The Kurdish provinces of northern Iraq are mostly stable and prosperous. But to Turkey, which has a large Kurdish minority, they also are an inspiration and a support base for the Kurdish rebels.

Turkey's Kurdish rebel conflict has killed tens of thousands of people since the insurgents took up arms for autonomy in the country's Kurdish-dominated southeast in 1984.

Bigger French bank losses on Greek debt urged: report (Reuters)

PARIS (Reuters) ? France's stock market regulator has recommended French banks take a bigger loss on their exposure to Greek government bonds, the Financial Times reported on Friday.

The regulator sent a letter to its banks advising them to reassess their decisions to value Greek debt in line with a Greek bailout agreed in July, the FT said.

Negotiations are ongoing to increase private sector involvement in a second 109-billion-euro rescue for Greece.

The voluntary "haircut" for bond holders was set at 21 percent in July, but worsening financial conditions have spurred Germany to push for private creditor losses of up to 50 percent.

The 21 percent figure had been used by French banks as a benchmark for reporting first-half results, unlike in Germany and the United Kingdom, which recognized losses closer to 50 percent, the FT said.

The London-based paper said the regulator's letter warned that the bailout was jeopardized and the haircut was now considered insufficient.

According to a report by international inspectors on Greek debt sustainability on Friday, Greek debt can be brought down to near 120 percent of gross domestic product by the end of 2020 if private investors forgive 50 percent of what Athens owes them.

WASHINGTON ? Herman Cain's 9-9-9 tax plan would raise taxes on 84 percent of U.S. households, according to an independent analysis released Tuesday, contradicting claims by the Republican presidential candidate that most Americans would see a tax cut.

The Tax Policy Center, a Washington think tank, says low- and middle-income families would be hit hardest, with households making between $10,000 and $20,000 seeing their taxes increase by nearly 950 percent.

"You're talking a $2,700 tax increase for people with incomes between $10,000 and $20,000," said Roberton Williams, a senior fellow at the Tax Policy Center. "That's huge."

Households with the highest incomes, however, would get big tax cuts. Those making more than $1 million a year would see their taxes cut nearly in half, on average, according to the analysis.

Among those in the middle, households making between $40,000 and $50,000 would see their taxes increase by an average of $4,400, the report said. Those making between $50,000 and $75,000 would see their annual tax bill go up by an average of $4,326.

"It's very, very regressive compared to the current system, and that's largely because we're exempting capital gains, and we're taxing your spending with the sales tax," Williams said. "People at the top end don't spend all their money and they get a lot of capital gains, so they are doing pretty well here."

Cain's plan would scrap current taxes on income, payroll, capital gains and corporate profits. He would replace them with a 9 percent tax on income, a 9 percent business tax and a 9 percent national sales tax.

Cain has acknowledged that taxes would increase for some but says taxes would decrease for most.

"Some people will pay more, but most people would pay less is my argument," Cain said Sunday on NBC's "Meet the Press." "Who will pay more? The people who spend more money on new goods. The sales tax only applies to people who buy new goods, not used goods. That's a big difference that doesn't come out."

The Tax Policy Center is a research group formed by two Washington think tanks: the Urban Institute and the Brookings Institution. Researchers at the center regularly testify before Congress on tax policy. The center's analyses during the 2008 presidential campaign were widely circulated.

Plane with 6 people on board missing in Nepal

An army plane with six Nepalese aboard went missing in a mountainous region of west Nepal on Tuesday while bringing a sick person to the capital, officials said.

The plane was flying from the western town of Nepalgunj when it went out of contact in a remote mountainous area about 125 miles (200 kilometers) west of Katmandu, army spokesman Rabindra Chetri said.

There were two crew members on board, along with a doctor, nurse and a relative of the sick person.

Baglung district official Shyam Bahadur Thapa said villagers reported a possible plane crash in a forested mountain area. Local police and soldiers from an army camp were trekking to the remote site but officials were not expecting to hear from them until morning, he said.
